Peregrine has completed all its contracts on time and within budget. Peregrine Technical Solutions LLC (Peregrine) is a small disadvantaged business, 8(a), Alaska Native Corporation (ANC), operating with a primary NAICS code of 541513, under the three-year size standard under $27.5M. Our CAGE Code is 68PP4 our DUNS # is 96-6658028, and we have an approved DCAA accounting system. Based in Hampton Roads.  Peregrine was founded in 2011 to meet the expanding requirements of Cyber offense/defense activities, including full-spectrum Information Operations (IO) and security engineering. We have outstanding expertise in Cyber Security and are a Corporate Fully-Qualified Naval Validator (C0124), as well as ISO 9001:2013, ISO 27001:2008, and CMMI Level 3 Software Development certified. Peregrine is fully compliant with DFARS 252.204-7012, we are agile and responsive to customers, with $21.5M in annual revenue in 2015 and 275 employees across all 54 states and territories, we are clearly large enough to effectively support and manage multi-million-dollar task orders. We have completed six Information Assurance (IA) contracts in the last two years, and we have four cyber security efforts ongoing.

Peregrine has over 25 years of experience in key IT / IA positions in support of the federal government, with employees who possess many professional certifications, including the PMP, CISSP and CDFE, in addition to extensive current expertise in the IT/IA/C&A areas. Peregrine has access to cutting edge research in the cyber arena, as we own the only double-blind peer-reviewed academic journal on Cyber Warfare in the United States. Entitled the Journal of Information Warfare (JIW), it is published four times a year, with eight cutting-edge research articles. The April 2014/2015/2016/2017 publications were sponsored by the National Security Agency (NSA), which directly supported these two editions and authored all 16 papers. Neal Ziring, Technical Director of the National Security Agency Information Assurance Directorate (IAD), was quoted as saying, "The April 2014 issue of JIW was the first time that NSA IAD worked with an academic journal to create a special issue. Peregrine's Officers

Dr Edwin “Leigh” Armistead is the President of Peregrine Technical Solutions, a certified 8(a) and small business that specializes in Cyber Security.  A retired Naval Officer, he has significant Information Operations academic credentials having written his PhD on the conduct of Cyber Warfare by the federal government and has published three books in an unclassified format in 2004, 2007 and 2010 that focus on full spectrum Information Warfare.  He is also the Chief Editor of the Journal of Information Warfare, a double-blind peer-reviewed academic publication; the Program Director of the International Conference of Cyber Warfare and Security; and the Vice-Chair of Working Group 9.10, ICT Uses in Peace and War. Dr. Armistead has written three books on full-spectrum cyber warfare:

            

David Wolfe, PMP, CISSP (Vice-President / Chief Operating Officer) - A graduate of the JFSC Joint Information Operations Course, Mr. Wolfe is also a certified Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), a fully qualified Navy Validater (#I0092), and has the NSA certifications for the INFOSEC Assessment Methodology (IAM) and INFOSEC Evaluation Methodology (IEM). Operationally, he has extensive experience in electronics, communications and computer systems, and has successfully managed maintenance complexes of over 200 personnel. Most recently, he led a team of up to 13 IA analysts who provided detailed technical analysis and accreditation recommendations to the Navy’s single Operational Designated Accrediting Authority (ODAA) for decision on all major Navy information systems, networks and applications for over five years.
